It's a Muslim shrine dedicated to the memory of a legendary early Christian martyr of Antioch, Habib the Carpenter (Tr. Habib'i Neccar; Ar. الحبيب النجّار). In some Christian lore, Habib is identified with Agabus (Acts 11:27-28) and is believed to have been martyred in Antioch in the middle of the 1st century CE. And in a classical Muslim exegetical tradition, Habib is identified as a likely historical candidate for the unnamed hero of the story of "The People of the Town" (Ar. أصحاب القرية) found in Sura Ya Sin (Q 36) verses 13-27, but especially verses 20-27. According to this tradition, accepted by some exegetes and disputed by others, the "town" of this pericope is Antioch and the "messengers" God sent to this town were disciples of Isa (as)/Jesus, including Peter, the first bishop of Antioch. Habib is the figure who risks his life to encourage the people of Antioch to heed the message of these disciples.
