This is really more of an underground walkway for rainy days more than a shopping area.
Having said that, there are a few gems down there, like the foreign-foods store under the escalator that goes up to the Hankyu railway.

Excellent underground shopping mall with a number of shops and plenty of restaurants. Also it connects to all the major streets around Sannomiya area.
